According to news reports from WeChat's public issue "Ministry of National Security" (MSS) on May 9, national security organs launched the "Innovation Leadership - National Security Sword" program "Top Ten Citizen Reporting Cases" on April 15, announcing that a fisherman Lao Yang allegedly found a maritime spying device at sea.
It is a maritime steganography machine, reports Chinese intelligence.
According to the MSS, "These special technical devices are hidden in the vast sea, constantly spying on our ocean's information and data and threatening our nation's security."

What do "ocean spies" do, according to the MSS?
"These 'marine spies' have different functions and roles, but they all have a common purpose: to serve the illegal activities of foreign spy and intelligence agencies and endanger national security. Some of them act as 'dark sentries,' lurking on the seabed for a long time, secretly collecting the surrounding marine hydrographic information and various kinds of data on ship activity, for the preparation of the battle environment; others act as 'spies,' drifting and floating with the waves, detecting and capturing the real-time situation in the sea; still others act as undersea 'beacons.' Some act as underwater 'beacons' to indicate direction to submarines of other countries invading our waters in a vain attempt to conceal their position."
What do "marine spies" look like?
According to China's national security organs, "marine spies" have the following characteristics:
"Advanced technical performance. These devices have been specially developed and produced, mostly using the latest scientific and technological achievements; some can operate automatically for a long period of time, others can be remotely controlled, and still others can be deployed either as a 'one-man army' or in a network, so as to be able to covertly and efficiently complete a variety of oceanographic exploration tasks."
"Complex and powerful functions. These devices have a variety of functions, in the realization of dynamic sensing of sensitive data, detection and collection at the same time, but also has data storage, analysis, transmission and other functions. Most of the devices also have a self-destruct function, which can be automatically destroyed after mission completion according to preset procedures."
"The devices are highly integrated. The internal space of these devices is limited, but through refined design, a high degree of integration of many functional devices has been achieved, making them easy to use by adapting to the complex and difficult environment of the sea, with stable functions that are not easily damaged."
